3.1 Definition, Make Safety Pro-Active !
This post is following, the 'Domino Safety Theory'. During the six years as head in a mechanical workshop, I used this theory for training the skilled workers of this workshop (about 90 mechanics and 30 machinist turners). The 'Domino Safety Theory' was developed by pioneer industrial safety experts H.W. Heinrich and Alfred Lateiner. They illustrate a graphic-sense of how industrial injuries can occur and be avoided.
MANAGEMENT IS RESPONSIBLE AND ACCOUNTABLE FOR SELECTED PEOPLE
As said, Management is primarily accountable for situations that arise due to lack of professionalism and lack of work instructions.
This latter is in most companies covered, in several safety instructions to employees; for raising the awareness of the causes that precede accidents. These instructions to be given, prior to the work itself.
The selection of people for maintenance work is thus a management issue. That means that the first two dominoes are influenced during the selection of (contracted) people. As long this situation is not recognized, nor accepted, accidents will probably increase if tacit knowledge of your available skilled workers becomes scarcer.
Safety has, in contrary to Project or Overhaul, a low level of maturity, the process is unpredictable, or poorly controlled and reactive. This makes alignment with the processes 'Project' and 'Overhaul' more uncertain. The alignment of the Support 'Safety', is required for good engagement of the three Supports.
